southern MN | Minnesota seems to require pond building along all new roads. You pretty much will see one at all times, as one passes out of sight in the mirrors you will see another one or two in front of you. They get plastic lined and set up with rather fancy overflow to keep them full as long as water accumulates. I believe they are used for the abatement of wetlands here, and are called wetlands even tho they are highly engineered pools.
The road builders prefer taking clay hills for fill, they used to level fields around here, not dig holes for fill. Typically better dirt in the hills for the use.
