I have heard that MCPA is effective at knocking scouring rush but won't kill it. It is called "horsetail rush" around here and it has many other common names. It is a member of the equisetum family. It has no leaves and spreads by spores and underground rhizomes. They say that dinosaurs probably grazed on equisetums.
