Frost seeding some years works awesome but i wouldn't say give up on it at this point. Last year i sowed 6 lb per acre onto some newly planted fescue in early april, got a 1/4" rain on it 2 days after and i swear every seed must have come up. Was a great stand, the grass didn't provide that much forage in the drought we had but the red clover really saved the day.

Only thing i'll say is if it better be ground that was cut for hay late in the year or had a grazing pass over it this winter so the canopy is pretty open, otherwise thick established grass that had a lot of leaf leftover from last season shades out a lot of clover from coming in.
