What voltage is displayed at full stop left and right? I believe the sensor voltage should swing from about .5 to 4.5 volts, roughly 2.75 volts when centered. If the voltage isn't changing you have a problem. Could be the sensor itself, or possibly the little shaft in the kingpin that the sensor acts on is turning or broken. I've also seen where having the stops set too tight won't allow the voltage to swing enough to calibrate the sensor.

If that picture is full right, I'd be looking pretty close at your left kingpin area to see whats going on.
