I you were not in TX and that tree had deep snow around it this winter I would think rabbits. I've seen them strip foliage off arborvitae and strip bark or ends of branches off dogwood brush in bad winters that cannot get at anything else.
My first thought was the same, rabbits & snow, then agiin once I seen Texas...............................................
