Takes a few years to attract them and get them to stay. If a few came and then left they may have been scouts and may return with more birds if they found your house suitable.
Wheat Eric pointed out above is correct on situating the house. They are not shy at all and seem to like being around people. You don't give your location but I am in south central Kansas and my birds came back about a week ago and scouts showed up about 10 days before that
