Winter barley has a winter kill problem in north Idaho but you might be able to make it work. Maybe the U of Idaho cereal folks at Aberdeen have some info. http://www.ag.uidaho.edu/swidaho/
WSU has a barley breeding program in Pullman WA, but I don't think the U of Idaho does.
