Try a slower scan without stopping.
You must have someone at the display. They don't have to be smart or even understand what you are doing. Just tell you if the number is getting larger or smaller.
Also, understand that 100% is a goal, not a must have.
I agree with the others. Drop them. Too high for the limited service.
