Its a part of life. I field sweet corn for a veg. company and I hate to see it but it is a part of life. In field corn if you see tillers you need to up the population but in sweet corn if you see tillers there is nothing that you can do. You can't up the population because you will reduce the ear size. The "suckers" will mostly act as a weed but you can just hope that the insects feed on them and not the main part of the plant (usually does not come true). Just leave them be. You may do more damage by trying to remove them that by leaving them.
