I would check all the bolts in the cover first to see if they are tight. If so the leek is coming from somewhere else. A couple places to check is the seat valve, oil could be running down the outside of the return hose that goes to the top cover. The oil could also be coming from the low pressure return hose from the steering hand pump under the cowl in the cab and running under the floor mat and dripping out somewhere in the vicinity of the leek.
