About the only SWAG I could make would be to speculate that there is something about that particular patch of ground that is more conductive than the area surrounding it, making the ground side of the electric field build up more readily there than on the surrounding earth surface.

As to "why would a patch of ground be more conductive than the surrounding area?" -- well, that could be anything from mineral content, to salinity or underground water table.
