Southwest MO | going out of state you will need a federal DOT # (free and easy to get, but you will get a safety inspection) and IFTA (Fuel tax stickers, will have to fill out quarterly reports and report how much fuel you use in each state).
Dont know where you are from, in Mo if you stay under 150 miles you dont need a CDL, but do need a class E license. Check with your state DOT on that.
