Dave that sure looks like deer damage to me. I don't see any shot hole damage from corn borer on the second picture and have very seldom seen them just cut the top off. What I normally see is the tassel is damaged and will break off as it starts to unfold and the stalk may have a few holes in it.

Just my .02 cents
