I don't know if this will help...but here's my thinking.

I fly planes, too...I can fly over my crops and take all the pictures I want and I don't need a commercial license.

If I flew over my neighbors fields and took pictures and then charged him for them..that would be a a revenue producing flight, and would require a commercial flying license.

I don't know why a drone would be any different than an airplane in that respect.
