In answer to your question, go to the specs page of any DJI quad and compare the Max Decent speed to the Max Ascent speed, and you might have your answer.
This link will take you to one such spec sheet to show you what I'm talking about.

I could force (you have to work at it, however) my old Inspire (v.1) into ring state - but I was also able to fly out of it....but you need to have altitude when you hit RSV
For reference 1mps = 2.24mph therefore 4mps = 8.96mph (if I did my math correctly)
Inspires: Max Accent 5m/s; Max Decent 4m/s
Most Phantoms: Max Accent 5m/s; Max Decent 3m/s
