The responsibility to follow the regulations and limitations of airspace lies with the pilot per FAA regs. Ignorance, incompetence, or size of aircraft shouldn't get anyone off the hook. You want to play in the sand box then learn to play by the rules. Lives and property are at stake. It's absurd to pawn off on the government not only the regulation but also the responsibility for safe operation.
