Well, seems like you could combine the barley if there is enough left to pay your expenses. Other wise go over it with a flail or rotary mower with a mulching kit and then till or spraying out all the volunteer barley your bound to get after the first rain. Of course there is always "Diamond" tillage aka burning that some folks still like to do when they have too much straw. I don't recommend the burning option for several reasons.
