On those rims you can easily fit 20.8R38 and 16.9R26 tires. Did an upgrade like that on our 7210 except with 16.9R28 in the front.
Fitting 650/65R38 may be hard, those tires are designed to fit on 20.8 rims... they are nice though, we have 650/65R42s on 2 tractors.
