Where do they get their power?

 Do they answer to any one?

 Can their rules be voted out in congress?

It seems if the EPA of one administration enacts certain rules and regs following administrations are stuck with them whether they be good or bad.

It would appear that whosoever watch some of these laws were enacted on , should be held accountable. (at the voting booth)
