| When you say that there is "no voltage across the switch" when on, this is normal. When closed, both terminals are connected to each other, so therefore the voltage difference (measuring across terminals) is zero. You will get a voltage on both of them when measured in relation to ground.
With the switch open, one of the terminals has power (from the fuse panel), and the other terminal is now grounded (through the light bulb filament) to the neutral line. Putting a tester across the terminals reveals line voltage, just no current.
Sounds 100% normal to me.
