Yes, it would be more than just the 31% actual size reduction going to a standard 15" plastic.

I would fix this with 18" plastic, but hi-Q, which will give you the flow rate of the concrete. Hi=Q is the double wall plastic, so you have a smooth inner wall. It comes in 20' sticks, so if your fixing the outlet, it gives a more solid fix. Repair the grade underneath it with stone fill, if necessary. Remember to extend it further than just to the edge of the creek, ditch, or whatever your dumping into. The Hi-Q does come perforated and solid, and for that last 20' you want to use solid. Place an animal guard in the end of it.
