Well, I would guess bad power supply, if you are BRAVE and are familiar with insides of computers, order one off ebay and put it in.
Of course could also be a bad Hard drive....mabye....
Yea, those Dells were good machines, but it is about time to upgrade. I buy used Optiplex's off ebay all the time, but I am very comfortable working on desktop Dells.
