It doesn't do it directly.

What the video talks about is insulin resistance and ultimately diabetes. It is the insulin resistance that causes the problem. (By damaging the circulatory system - specifically the glycocalyx among other things). Insulin resistance is brought about after years of overloading the pancreas with high demands of producing insulin by either or both of over consumption of carbohydrates (sugar being a particularly concentrated carb) and consuming carbohydrates too often (never giving the system a rest where insulin levels can drop to normal levels).

Insulin resistance is either the root cause or a highly contributing factor in nearly all modern non infectious diseases. High blood pressure is just one of the symptoms.
