Is a spray drone considered a drone regardless of flying height? Just thinking it would be handy to have in certain conditions but going through all the licensing makes it not worth it for me. Seems as though if you only flew say 15' high that's lower than a lot of equipment. Are there any exceptions in the licensing laws regarding flying height?
