A big part of the problem is how they pay claims and most insurance companies do it this way but it is at book rate instead of competitive bidding. Shingle roofing for instance, they pay so much per square. The roofers are making 2-3x what they do on competitive bid new roofs or competitive bid replacements. Same for auto insurance.
