There is no "voluntary" label for produce, or virtually any other food product. Beef was excluded from this labeling so the big four packers could lie to consumers and under cut domestic production. There is always the argument that we don't want government involved in our business. So some argue against MCOOL and enforecement of the Packers and Stockyards Act but are for mandatory ID so the government can track your cattle.
Domestic Origin labels are VOLUNTARY. Those who choose to participate in the program for fruits and vegetables use a verification system that has full traceability and is regularly audited. Fruit, nuts, vegetables, ect that still fall under cool and carry the USA label must all go through the verification process and maintain on location produced and have full tracking of production through lot numbers. That's why cool still exists for other products. They use premise ID, lot number tags, and audits to prove USA and all voluntary.
