It's pretty common for regional seed companies to buy genetics from the major companies.  Often there will be varieties that are only suited to a limited market, and it makes more sense for the big company to license those to the regional companies.  As to being "Dekalb in a Champion bag", it's likely that the regional company licensed the genetics and grew the seed itself.
