In our working system, we placed one 12” rail at ground level. Welded a 2 7/8” pipe right above it. Gives the posts strength & eliminates the cut hazard when a leg goes through. I’d do that, and then space your additional rails at 16” apart. Keep going until you’re sure it’s high enough.

Here, we went up with more pipe. We get snow, and a guardrail alley would take forever to melt out. Also, it’s far easier to climb up a pipe fence if you need to.
