To know the stated purpose, you'd have to dig into the legislative history -- including who authored it. My guess is that the claimed purpose is "to protect the public", but your assessment is likely correct.
The rationale probably includes a warning about health and safety, but isn't a healthier meat the whole reason for engineered meat?
