With a better tine weeder, you won't need to make as many pre plant passes. 1 pass field cultivator, plant, 1-2 passes blind tining, 1-3 tine passes post emerge.

Have rarely seen multiple pre-plant tillage passes effectively control weeds post planting. We might make 2 fc passes, but they're usually spread out time wise and usually used to bury cover crops or large weeds. With a good tiner, not afraid at all to plant behind a single fc pass if conditions and timing demands it.

It's just a different strategy than what you're proposing.
