If it's got a solid foundation, and solid structure, I'd say fix it. Charge high enough rent to weed out trash.
There are good tenants. Check courthouse records to weed out trouble. Have a rock solid rental contract. Know a guy who has many rental properties. Doesn't put up with any excuses. First time they miss a payment, he serves late notice. If that don't work within a 5 days, files eviction papers at the courthouse. Usually doesn't have any problems getting them out.
