There is still a lack of education on how to make an EV work. The problems exhibited during the Chicago cold snap are a perfect example. The problems drivers faced were very real but most of them were caused by new drivers not fully understanding how to make the EVs charge in cold weather. People with home charging setups went on with life, as usual. People relying on Superchargers just didn't know how to make the whole thing work. For instance: when the battery is cold, it needs to be warmed before it will take a charge. If you plug in when the pack temp is below freezing, it will not take a charge until it comes up to temp. The charger may be working as intended but if you plug in and nothing seems to be happening, you need to give it time. Not unplug the cable and leave it laying on the ground (the unwritten etiquette of a faulty stall). So that complicated the issue by leaving many chargers that no one would try. Worth noting that in Chicago, most of the   Teslas having problems were leased to Uber or other ride-share drivers. They leased a Tesla  because they found the cheap fuel prices attractive but no one took the time to explain the intricacies of cold weather charging to them. To make an EV charge in below freezing temps, the battery pack needs to be pre-conditioned so it will accept charge when plugged in to a Supercharger. This is as simple as setting the nav destination to a Supercharger. If you are far enough from the supercharger, the battery will be toasty when you arrive. If not, you need to kill some time in getting to the charger. 
When I came back to MT this spring, there was a time that the battery started pre-conditioning when I was 50 miles away from the charger. Didn't really seem to affect range all that much.
