Bremen, KS | Those are good questions and I've no idea. I suppose the RID is useful in more populated areas and not using it is just one for way for the FAA to penalize someone flouting the rules.
I'm using an older Android phone that the carrier obsoleted for the control app and I have "Drone Scanner" installed on my main phone and it does see the RID unit in flight.
