It's likely not a motor overload relay with a specified Class 10, 20 or 30 curve. Probably just an electronic device that simulates heating based on amperage sensed. Not too much different but when a guy starts asking why something is tripping when it shouldn't, then such things do matter.

The amperage it is displaying maybe the simulated heating it is using to determine how close it is to a trip. Kind of like when it hits 100%, it trips. But in this case it maybe using amps. So if you program it for 20 amps and connect a 15 amp load, it may slowly come up to 15 amps over time as the simulated heating is accumulating, eventually it settles at the 15 amps of actual load.

Hard to say, lots of ways things can be built. What I am saying is it may not necessarily be reading amperage at any given instant. It may be displaying something else, and why the amperage comes up slow. I suppose the question is slow as in 10 seconds or slow as in 10 minutes.
