With those readings I would think it's one of the pressure switches. If you could bypass them to get the pump to run then watch the clutch and see if it holds all the time, if it does then its one of the pressure switches. If it still cuts in and out, then not sure what they use for a temp sensor in the cab but maybe that's not reading correctly and not calling for any cooling. It could also be a little low, but I don't think its low enough to cutout the compressor. I always shoot for 24-26 low side and 180-200 high side while its sitting in the shop which is normally around 60-65 degrees.
