Barley is a "one for one" replacement for oats. Since I grow them my horse only gets barley with no chaser. Inside joke. UK likes barley in rations and is were we received the information on mixing and use.
Funny thing about owners is they buy feed they would like to eat without regard to the needs of the horse. Horse feed is very much about "presentation" over "quality". As the old feed salesmen will tell you...."Horses don't buy feed"
Lots of junk horse feeds around that sell high tonnage.
