I spread it on top, I don't work ground unless absolutely necessary and only when my soil test recommends magnesium lime.
Many will disagree, work it and use the cheapest source of lime.
I use mag lime because my soil tests are high in calcium and low in magnesium. You get under 15% base saturation on my soil tests and you can see yields taper off.
