Exhaust manifold cast has so much carbon in it that it is very hard to repair. If the manifild has mechanical damage with the metal being in good shape, you have some chance.
If the manifold is rusted or burned through, then you have almost no chance of welding what remains..
If the manifold is on an engine, then be very carefull about not dropping metal into an exhaust port and into a cylinder, that can result in needing an engine rebuild.
If the manifold is not on an engine, you need to clamp it rigidly to a heavy piece of metal, best is a junk cylinder head with all manifold bolts tightned down. Any heating / welding of that manifold without clamping it down very tightly will almost assure that it will warp beyond use.
