Quality should be high if drought stressed, so I would wait til a 35 day cutting interval. Try to maximize the tonnage( next crop may be nothing) and don't worry about the flowers. By not cutting the ground will stay shaded and you will lose less moisture. Cannot be too drought stressed if the crop is knee high in 23 days. Also need to consider insect pressure. If you cut now it is likely you will have to spray for leafhoppers. The dry weather should not kill the stand it will just go dormant.
