The 4840 is a closed center system and stays at standby pressure all the time. The restriction is the simplest way to make the fan speed control easy to regulate.

The only reason I can see for a PTO pump on a Cyclo with less then 4 boxes is if you want to run it with an antique tractor. IH put the PTO pumps on them because they were selling tractors with antique hydraulic systems which could not handle running them otherwise. It wouldn't look very good for the company to have an optional pump for tractors with poor hydraulic capacity and have your own models be the only current model tractors which require them.
