It's used as a load for testing purposes.   Basically you hook the hitch on the front to the tractor being tested and drag it around.  Put it in gear and close the big gate valve on the exhaust pipe to make the engine into a big air compressor and make it pull harder. 

My guess would be that it's at Racine at the tractor or transmission works.
