What you describe sounds like a hydraulic strut on aircraft landing gear. Most larger airplane have steerable nose gear these days. Maybe you should check out some airplanes if you have a larger airfield near by.
At any rate, the lash up describe sounds like it would work for, at least for a while. Seals might not wear too long or wear a groove on the cylinder shaft if operated in a lot of dirt and dust.
