Cutting the stalks higher than normal could also help lower the risk of nitrates in the silage. If the nitrates aren't a proboblem and there wouldn't be much to harvest with a high cut than a lower cut and broadcast oats or something like that for a cover crop. Oats are fairly cheap and will kill in the winter, hold snow and also give some organic matter. With as dry as it is there you should be able to get good growth if the corn is chopped in late august. There are many benefits and also some disadvantages to cover crops but it may be the year to use them.
Just something to think about.
