North Iowa
We can't just look at the rear end ratio alone with regards to startability. What size tires are on the drivers? Low profile 22.5's are way different than 11R24.5 size. Short 22.5 with a 3.55 will be better than tall 24.5's with a 4.11 ratio. What kind of tranny is behind the C12? Multiply the low hole ratio by the rear end ratio to give you a startability number. Bigger is better, minimum should be 45 to 48.
