I think it depends on the interest of the kid. I liked "shop stuff" so I started young at around 10 as I was interested.

As for the torch and welding I'd start with welding stick or maybe the mig 1st. As long as your in the shop with him.

My 11 year old doesn't have much interested in doing things in the shop. With him its sports or video games that gets him interested. My 9 year old though is always by my side wanting to 'fix' things with me around the farm.
