Doing odd jobs probably would put him in a low tax bracket to which he probably wouldn’t have to pay much if anything.  He probably missed out on tax credits and free medical benefits.
The problem I see is he won’t get much for ss benefits since he hasn’t had a job to speak of.
His mother could wipe out his inheritance pretty quick in a nursing home.
