A few years ago there was an effort to allow 92,000 pounds on a tri-axle trailer semi setup with single wheels on the extra axle. 
This was supposed to be nationwide, I think.
Somehow the vote failed for safety reasons. 
Are there variations, state to state, on total weight? 



Here it could mean full weight with less length, we are capped at 80k here. A lot of stone guys run 24' quad axles. So here it would only help on bridge formula but don't know what the weight penalty would be. Out of fields grain is allowed an extra 7.5% weight variance most of the year. There was some talk like you said of changing the limits, but nothing ever happened.
At the same time our current dump tandem is probably over on axle limits a lot of the time, so a third might actually help in that regard, can't get enough weight on the front.
