I've never really seen the need to have the second pump run on demand. I'd set it up just like the 2 pump diagram and be done. You'll get more life out of the pumps running them both slower rather than 1 faster and 1 off. The Micro-trak EMD is rated for 40 amps and 2 Remco 5.3 GPM pumps are rated for 19 amps apiece. Works out about perfect. Get the 60 psi bypass model of pump, not the on-demand.

Also a fun fact: that Micro-trak EMD can be run with any PWM controller with a bit of creative wiring. Some might even plug and play since I believe the input is a 3 pin Weatherpack.
