That is interesting. Since that did not sound correct to me, I looked into it. Found this on FSA's website "ARC/PLC Fact Sheet": "ARC-CO payments are not dependent upon the planting of a covered commodity or planting of the applicable base crop on the farm.".

Hard to say what may have happened in your case.
