Realizing this is Iowa not Illinois where I have spent most of my life in retail, I can’t see their rules being any different on this. In Illinois, every time the fertilizer facility is left unattended it is regulated that the fertilizer tank be shut off and padlocked at the tank valve. There are endless and daily failures all across the industry in following these requirements, as I failed myself in the years I ran the chem shed. I have no idea what happened, but this is the primary mechanism to avoid these types of issues when facilities are left unattended.
I feel for them, it’s a mess and in today’s world who knows what kind of fine they will get. Seems there are no limits anymore.
